Answer: I usually find these at local scrapbooking/craft stores (Michaels, Roberts, or other specialty store). You can go to http://www.diecutswithaview.com/ to find a store near you. I also do most of my blank card shopping at wedding invitation stores. One in particular in my city is called Xpedex and it carries the window cards you are looking for in a box of 50.
